WASHINGTON -- A federal appeals court on Friday ruled that President Barack Obama violated the Constitution when he bypassed the Senate to fill three vacancies on the National Labor Relations Board, putting recent rulings by the board in jeopardy.
The three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit said the labor-relations board has lacked the quorum it needed to conduct much of its business.

The court's decision could also have implications for Richard Cardray, the head of the Consumer Financial Protection Bureau. Mr. Obama also used a recess appointment to name him to his position after Republicans blocked his nomination from coming to a vote.

Quick observations:
President Obama dislikes the Constitution and refuses to let it keep him from his Good Works. He won't stop.
The Clever Ones who idolize Mr. Obama don't care either. Policy always trumps law, including constitutional law, among the cognitive elite.
The local branch of the Clever Ones -- the Houston Chronicle -- forever kvetchs about Texas lawsuits against the administration. Quite complainin' and start obeyin', the editors argue. Yet Texas wins most of these lawsuits.
The next several years will be marked by lawsuit after lawsuit like this one, many against the Environmental Protection Agency.
The fattest target, though I'm not sure anyone has standing to sue, is the magic Dream Act by Executive Decree. There's no statutory authority for what the president did, but who cares?
