(Energy Information Administration) "The cost of compliance with anticipated and federal environmental regulations such as the Mercury and Air Toxics Standards (MATS) is a factor," the EIA noted. The Houston Chronicle supports these closures because (a) it supports the regulations and (b) the plant closures are a natural and foreseeable consequence of the regulations.
